Ukraine Invites IT Companies to Help Build Online Gambling Monitoring Platform

Ukraine’s government has announced its intention to develop a real-time online gambling monitoring system and has invited tech firms to present partnership options.

In a Telegram post, the nation’s Ministry of Digital Transformation wrote: “We are starting work on an online gambling monitoring system. IT companies, come join the consultation process!”

The ministry stated that its system would help monitor licensed casinos. It will also help crack down on illegal operators and build a stable tax policy for Ukraine, the government added.

Ukraine: Work to Begin on Gambling Monitoring System

In the first stage of development, the ministry aims to gather feedback from tech firms to help it create a “convenient, effective, and understandable system for all users.”

The ministry said that the platform would record individual bets in real-time. It will also compile data on accepted and returned bets, as well as winnings.

The government also wants its new system to publish public data on market volumes. It will also provide easy-to-understand data streams for tax-collecting bodies.

The ministry invited IT firms to register their interest by July 18. Selected tech firms will then take part in an online public consultation session on July 21.

The ministry wrote: “The online gambling monitoring system will become a key tool for qualitative changes in the entire sector. We are creating a transparent, open, and fair market that will help benefit the entire country.”

The new Ukrainian gaming regulator, PlayCity, is set to take overall control of the new platform.

PlayCity replaced the now-defunct Commission for the Regulation of Gambling and Lotteries on April 1 this year.

Gambling Cooperation Deal with TV, Radio Regulator

Ukraine has been trying to reform its gambling sector in recent months, with the launch of PlayCity at the center of these plans.

Earlier this month, the regulatory National Council of Ukraine for Television and Radio Broadcasting announced that it had struck a cooperation agreement with the Ministry of Digital Transformation and PlayCity.

The deal will see the parties monitor compliance with new laws governing media gambling advertising.

The parties also pledged to work together to help fight gambling addiction and improve transparency in the sector.

New Google Ads Rules in Ukraine

At the end of June, Google announced that license-holding gambling operators and advertising agencies could start running ad campaigns on its platform in Ukraine as of July 14.

Google explained that advertisers “must be appropriately authorized by the Ukrainian authorities.”

Earlier this month, Ukrainian investigative journalists claimed they had evidence that the masterminds of a proposed new casino in a downtown Kyiv hotel had ties to Russian intelligence services.

The gambling sector was also rocked by a probe from Ukraine’s State Bureau of Investigation, which arrested the director of the online casino platform Pin-Up in February.

The director is accused of “aiding and abetting” Russia by providing customer data to Moscow-based officials.
